What Counts as Regional

Almost all of Australia qualifies as "regional" for 491 purposes — the exclusions are the Greater Sydney, Melbourne, and Brisbane metropolitan areas. Perth, Adelaide, Hobart, Canberra, Darwin, Gold Coast, Newcastle, Wollongong, and Geelong all count as regional under current rules.

Two Pathways to 491

State/Territory Nomination

A state or territory government nominates you. Each has its own list and criteria, often more generous than 190 because they want regional population growth.

Eligible Family Sponsorship

A family member who is an Australian citizen, PR, or eligible NZ citizen living in regional Australia can sponsor you. Eligible relatives include parents, siblings, aunts/uncles, grandparents, and first cousins.

Getting to 191 PR

After holding 491 for 3 years and meeting income and residence requirements, you can apply for the Subclass 191 permanent visa. You must have lived in a designated regional area for the 3 years and earned at least the minimum income threshold for at least 3 tax years.

Common Pitfalls

The 491 is genuinely provisional: breaching the regional residence condition, losing your job without finding a replacement, or failing to meet the 191 income threshold can end your PR plans. Keep every regional address on the Australian Electoral Roll, register with the ATO using the regional address, and keep payslips and tax returns immaculate.
